Introduction

Directed-energy attacks affecting U.S. governmental personnel internationally are officially acknowledged by the U.S. government, while many thousands of people in the U.S., Europe and worldwide are not believed when they report that they experience similar torturous directed-energy attacks.

Global protest events, such as the “Targeted Individual Day” (“TI day”) held annually on the 29th August (video references for 2018, 2019 and 2020) and the 1st TI Springtime Rally in 2019 [*] initiated in the California capital, demonstrate the extent of the problem internationally. The events are supported by NGOs against directed energy attacks in the general population, such as the U.S.-based PACTS International (501(c)(3)) [*], Surveillance & Harassment Survivors Alliance (SHSA) (501(c)(3)) [*], Freedom For Targeted Individuals [*] (FFTI) and Targeted Massachusetts [*].

Targeted individuals in France were present in five official rallies in Paris, at the Republic Square in 2017, 2018 and 2019, 2022 and 2023. Three of them were held on the occasion of the international “Targeted Individual Day” (2018, 2019, 2023). A permit was provided by the Paris Police Prefecture in 2018, 2019 and 2022 at the request of the Association for the Defense of Victims of Electromagnetic and Networked Harassment (ADVHER) and in 2023 at the request of the association FreeAct-art.3. Both are official associations (loi 1901) registered with the French state. 

Targeted Individual Day (TI day) — 29th August  

A day for electromagnetically-targeted individuals, for people suffering from "Havana Syndrome".

At the initiative of groups and NGOs against electromagnetic targeting and harassment, #HavanaSyndrome and neural electromagnetic weapons or directed energy weapons (DEWs), a world day for the victims, called "targeted individuals" was defined a few years ago:

On the defined #TargetedIndividualDay, several rallies have been held in the past years.

"Havana Syndrome in Europe" — Demonstration in front of the European Parliament (Place du Luxembourg) on June 10th, 2023

One of the most important protests related to directed-energy attacks and "Havana Syndrome" in the civilian population.

It was supported by approximately twenty associations or NGOs.

Transcript | "Hello people, I want to invite you to our demonstration that will be on the 10th June this year (2023) in Brussels, in the center of Brussels, at the "Place de Luxembourg". This is a place, a huge place very close to the building of the European Parliament. Our subject, our theme, will be "Havana syndrome in Europe" and the reason for that is we want to show the world, and we want to show especially the European Union that "Havana Syndrome" exists not only in the U.S but also in Europe and also everywhere in the world. 

"We call it "targeted individuals", we call it "torture with directed-energy weapons", we call it "mind control", we call it "Zersetzung's program from the Stasi"." 

"This is a demonstration for all the TI's worldwide. We want to show that we exist, that there is this problem with torture, with directed-energy weapons, gang stalking done by agencies and different other groups. That there is a "destruction program" for some people in the society. And we want to raise awareness about this problem that exists since many many years and nobody cares about it.  

"So, for that reason I just want to call you to come to our demonstration, to come on that day and join us and be a part of the movement, be a part of the demonstration."

"You can also bring your own banners and signs, whatever you want, just to show what is happening to you and what is happening to many many people worldwide, and also thousands of people in the European Union. This is very important — that we tell about this problem. Because nobody really cares and nobody, nobody knows about it. So, it's our duty to speak about it, to come out with this information, because without that information nothing will change and everything will go on like it went on for years and decades. So, it is important that we go there and also that you come and support us. We would be very glad. See you in June, keep on fighting, never give up, and join our demonstration."

Update on the "Civilian Registry for diagnosed Havana Syndrome victims (CRHS)" maintained by Len Ber MD

Excerpt from Academia paper by Len Ber MD, published in January 2025

To the best of the knowledge of the author, "as of January 1, 2024, there are about 30 civilian patients diagnosed by physicians with “Havana Syndrome” (or equivalent)". As mentioned, "only seven patients volunteered to submit their information to the Civilian Registry".

"Civilians who are diagnosed by licensed physicians with AHI, “Havana Syndrome,” or its equivalent (traumatic brain injury or encephalopathy, specifically Non-Kinetic Brain Injury) submitted their data voluntarily to the Civilian Registry, starting in August 2024. Privacy of their sensitive information has been guaranteed, and cannot be shared with a third party without the volunteers’ explicit consent."

"Among the seven civilian cases listed in the Registry, there are three males, four females, and one child. Average age of adults is 56 years, ranging from 43 to 71."

"States of residence and the number of diagnosed cases as follows: AR-1, IL-1, CO-2, NY-1, and RI-1. Diagnoses were made between 2020 and 2024."
